Doctrine Under Development

The Army has moved to a new staffing process for collecting and processing comments on all Army doctrine (ADPs, FMs, ATPs). The Army Doctrine Development Tool (ADDT) is replacing the current worldwide staffing process that uses a comment resolution matrix and separate comment sheet with an automated process for requesting and collecting comments.

The LOGSTAT Podcast - The LOGSTAT is the Army's premier podcast on all things sustainment. We analyze new developments, discuss current trends, and forge the path ahead for the next generation of sustainment Soldiers. This is an original biweekly podcast that broadcasts from CASCOM on Fort Lee, Virginia. Our goal is to support and educate the sustainment enterprise all over the globe. The episodes are short and packaged for quick consumption. In each episode, the Sustainment Harding Fellow talks with sustainment leaders on a variety of topics in the sustainment enterprise. These conversations are designed to spark discussions across the enterprise and to sharpen our skills and knowledge as sustainers. ATP 4-44: Water Support Operations - This revision published on 16 September 2025 is a multiservice manual for planning and executing water support for missions conducted across the full conflict continuum. This publication provides doctrinal guidance and direction for the Army and United States Marine Corps units conducting water support operations. The techniques provided in this publication describe non-prescriptive ways or methods that units can use to perform water support rolls, missions, functions, and tasks that encompass water treatment, storage, and distribution. The information revised from previous publications includes force structure changes, strategic partner changes, and improved planning techniques as well as refined administrative forms for tracking and managing the process.

FM 4-1: Human Resources Support - Published on 15 September 2025, this Field Manual describes how Army Human Resources support within the personnel services element of the sustainment warfighting function, enables the conduct of personnel services with an emphasis on support to large-scale combat operations. This manual provides a framework for commanders, staffs, and Soldiers at all echelons an understanding of responsive, integrated, synchronized, continuous, timely, and accurate human resources support to build and maintain combat power in support of multidomain operations through the two core competencies: man the force and provide human resource services. This publication describes the missions, roles, functions, responsibilities, and the organizations responsible for planning, integrating, and synchronizing human resources support for commanders to maintain readiness, and to compete against peer threats. This manual replaces and supersedes FM 1-0.

Sustainment Force Structure Book - The Sustainment Force Structure Book is a data reference and resource that provides a snapshot of sustainment organizations by Standard Requirements Code (SRC). This snapshot includes a brief statement of the organization's mission and functions, capabilities, employment, basis of allocation, doctrinal mobility and dependencies derived from its base Table of Organization and Equipment (TOE). The information provided on sustainment organizations reflects a fully modernized and approved organizational structure for personnel and equipment. Modification Table of Organization and Equipment (MTOEs) for each organization will vary based on force management guidance and priorities.

IPPS-A Training - How-To Videos - A series of training videos which aim to relate current HR practices to IPPS-A business rules, offers translations from HR Legacy Systems to IPPS-A, provides HR professionals, commanders and managers a learning resource for their roles in IPPS-A, and demonstrates the views and methods of IPPS-A in a training database.

The Preventive Maintenance Magazine - Informs Army and DoD readiness by emphasizing preventive maintenance and promoting proper maintenance and supply procedures (AR 700-138). Review of the magazine will be a regular part of unit readiness efforts. A reader service is available to answer maintenance and supply questions.

Sustainment Training Strategy 21 - This strategy is designed to support building and assessing Large Scale Combat Operations (LSCO) sustainment unit progressive training readiness, and support Army Chief of Staff's intent that, “We must be ready to defeat any enemy, anywhere, whenever called upon, under any condition.” The core of strategy are the three appendices, which provide a detailed description of unit training paths by echelon with emphasis on platoon level training. They contain Notional Training Path Models for “how to train” at Platoon, Company, and higher headquarters level (Battalion, Brigade, TSC, and ESC).

ATP 4-91: Division Sustainment Operations - ATP 4-91 describes sustainment at echelon and provides details on sustainment organizations operating at the division echelon. It is written for commanders, staffs and Soldiers at all levels, leaders and instructors at military institutions, students, and doctrine and training developers. It provides relevant information on the capabilities of the DSB and DSB employment considerations.

Command Maintenance Discipline Program (CMDP) - Commanders, Staff, and Soldiers of Active, Reserve, and National Guard Component Sustainment Brigades, BSBs, TSCs, ESCs and other Sustainment and Logistics formations of the Operational Force should use the Command Maintenance Discipline Program to learn more about their role in understanding and improving readiness rates within their units and within the Generating Force.
