Network Access

The following instructions apply to personnel filling permanent party, staff, or faculty positions in CASCOM or its Fort Lee subordinate SCOE organizations. If you are part of a geographically separated CASCOM/SCOE organization, please follow your local procedures.

Students should follow local school student network access procedures. Students should contact their course instructor.

How do new personnel get started?

Anyone without a CONUS Army network account for a system managed by 7th Signal Command (e.g., COMPO 1 installation within CONUS) will be unable to log into any Army computer, NIPR or SIPR, until an account has been created. Examples of impacted population include:

  • All new personnel (i.e., Military (MIL), Civilians (CIV), or contractors (CTR))
  • DoD personnel who do not have an Army Training and Certification (ATCTS) account
  • New CTRs or CTRs on a new contract

Customers falling into one of the categories above should follow the "New Personnel" instructions below.

 

How do existing Army personnel get started?

Anyone that has an Army Training and Certification Tracking System (ATCTS) account, has a shorter path to getting a network account. They should follow the 'Existing Personnel' instructions below.

 

New Personnel

*Note: Please read all steps before proceeding

New personnel will need assistance from individuals with existing computer access (existing users), access to a NIPR kiosk computer, a personal computer, or a combination to complete the required processes to gain a network account.

  • Assistance from existing users: existing users can insert the new personnel's Common Access Card (CAC) into an unused CAC reader on their computer (e.g., CAC reader in their laptop if they are using the one in their keyboard, or vice versa). Once inserted, existing users can use the new personnel's CAC credentials to access CAC restricted sites and services, complete training behind CAC protected services, manage ATCTS accounts, or digitally sign forms.
  • NIPR kiosk computers: There are a few NIPR Kiosk computers on Fort Lee. Information on the location of functional NIPR kiosks can be found here.
  • Personal Computer access: Two of the steps can be completed from a personal computer without a CAC reader.
  • Combination: Since most of the new account processes require access to a CAC enabled computer, new personnel will need assistance from an existing user or access to a NIPR kiosk computer.

The steps to gain network access for new personnel are:

  1. Obtain a CAC
  2. ID Card Online information (CAC required)
  3. ATCTS account creation
  4. Cyber Awareness Training (CAC Suggested)
  5. IT User agreement (CAC required)
  6. 2875 (CAC required)
  7. Submit an AESD request (CAC required)

Step 1 - Obtain a CAC from a DEERS Rapids Station

Your CAC is the first step in EVERYTHING associated with in processing (e.g., network access, email, teams, etc.). Proceed to the next steps once a CAC is obtained.

Step 2 - Enter your information into ID Card Online (CAC required)>

You'll need to log into the ID Card online website (https://idco.dmdc.osd.mil/idco/) and enter your new assignment information. Your supervisor can assist you in entering your information.

Step 3 - Request an ATCTS account

You can submit an ATCTS account, the next duty day after updating your ID Card Online information. Requests are submitted via the 'CASCOM ATCTS Request form' link at the bottom left of the CASCOM Useful links page (https://cascom.army.mil/links.htm).

Step 4 - Complete your cyber awareness training (CAC Suggested)

Ideally, personnel will use the Army's online training site (https://cs.signal.army.mil) to take the annual cyber awareness training. If they can't get access to a CAC enabled computer, they can take a publicly accessible version of the training from their personal computer. You'll find a link to the training (Cyber Awareness Training Publicly Accessible) on the bottom left corner of the of the CASCOM Useful links page (https://cascom.army.mil/links.htm).

Download a digital copy of the certificate for submission to the G-6 by the supervisor or sponsor. This will ensure there aren't any issues with the ATCTS import. Submissions must be made by an existing A365 customer here.

Step 5 - Complete an IT user agreement (CAC required)

Personnel must complete a digitally signed copy of the IT user agreement. Please visit the Signal Center of Excellence's website from a CAC enabled computer at https://cs.signal.army.mil, log in, and complete an IT user agreement.

Download a digital copy of the user agreement for submission to the G-6 by the supervisor or sponsor. This will ensure there aren't any issues with the ATCTS import. Submissions must be made by an existing A365 customer here.

Step 6 - Complete a 2875 (CAC required)

Supervisors or sponsors should assist new personnel complete a 2875. Once complete, security managers can submit completed forms here for processing.

Important: Do not include any personal information (i.e., personal phone number, personal email address, home address, etc.) on the form.

Step 7 - Submit an AESD request (CAC required)

Once all these steps are complete, the new employee's supervisor will be notified that an AESD ticket can be submitted to create the network account. Supervisors or sponsors, should assist the employee in completing the SAAR request via the AESD. The request can be accessed here.

Please ensure the request is accessed using the new employee's CAC credentials.

Please select "NIPR Account" for the 'What Army system are you requesting access to?' question.

Please check the G6 SharePoint site here for the ISSM/ISSO email address used for the submission.

No attachments for the AESMP request are necessary if the supervisor was notified by G-6 to proceed.

Existing Personnel

Existing Army Military and Civilians who have PCSd/moved to Fort Lee must meet the same requirements as new users, but many of these items just need to be updated.

If existing personnel don't have an active CONUS Army account, they will need assistance from individuals with existing computer access (existing users), access to NIPR kiosk computer, a personal computer, or a combination to complete the required processes to gain a network account.

  • Assistance from existing users: existing users can insert the new personnel's Common Access Card (CAC) into an unused CAC reader on their computer (e.g., CAC reader in their laptop if they are using the one in their keyboard, or vice versa). Once inserted, existing users can use the new personnel's CAC credentials to access CAC restricted sites and services, complete training behind CAC protected services, manage ATCTS accounts, or digitally sign forms.
  • NIPR kiosk computers: There are a few NIPR Kiosk computers on Fort Lee. Information on the location of functional NIPR kiosks can be found here.
  • Personal Computer access: Some in processing actions can be completed from a personal computer without a CAC reader. Links to a publicly accessible version of the cyber awareness training can be found at the bottom left of the CASCOM useful links page located at https://cascom.army.mil/links.htm. Note: If the cyber training is not done on the Cyber Center of Excellence's website (https://cs.signal.army.mil), it will need to be manually uploaded into ATCTS.
  • Combination: Some of the new account processes require access to a CAC enabled computer. Accessing those sites/services limited to a CAC holder will require assistance from existing users or access to a NIPR kiosk computer.

The steps to gain network access for existing personnel are:

  1. Current ID Card Online information (CAC required)
  2. Request an ATCTS account modificaiton
  3. Current Cyber Awareness Training (CAC required)
  4. Current IT User agreement (CAC required)
  5. 2875 ATCTS verification (CAC required)
  6. Submit an AESD request (CAC required)

Step 1 - Update your information into ID Card Online (CAC required)

Personnel will need to log into the ID Card online website (https://idco.dmdc.osd.mil/idco/) and enter their personal and new assignment information. Their supervisor or sponsor should assist them in entering their assignment information.

Step 2 - Request an ATCTS account modification

Personnel can submit an ATCTS account modification, the day after updating their ID Card Online information. Requests are submitted via the 'CASCOM ATCTS Request form' link at the bottom left of the CASCOM Useful links page (https://cascom.army.mil/links.htm).

Step 3 - Ensure your cyber awareness training is current (within 12 months) (CAC required)

Verify cyber awareness training is loaded in ATCTS by logging into https://atc.us.army.mil. In the 'DOD Cyber Awareness Challenge Training' section, make sure the training is within the last 365 days.

If the training is not within the last 365 days, please complete your training at https://cs.signal.army.mil.

Download a digital copy of the certificate for submission to the G-6 by the supervisor or sponsor. This will ensure there aren't any issues with the ATCTS import. Submissions must be made by an existing A365 customer here.

Step 4 - Ensure your IT user agreement is current (within 12 months) (CAC required)

Verify IT user agreement loaded in ATCTS by logging into https://atc.us.army.mil. Scroll to the bottom of ATCTS and verify an IT user agreement is either imported or manually uploaded within the last 365 days.

If the IT user agreement is not within the last 365 days, please complete a new one at https://cs.signal.army.mil.

Download a digital copy of the user agreement for submission to the G-6 by the supervisor or sponsor. This will ensure there aren't any issues with the ATCTS import. Submissions must be made by an existing A365 customer here.

Step 5 - Verify a 2875 is loaded in ATCTS (CAC required)

Verify a 2875 is loaded in ATCTS by logging into https://atc.us.army.mil. scrolling to the bottom, and verify a 2875 is loaded.

If a 2875 is not present, please proceed with step 6 in the new personnel procedures above.

Step 6 - Submit an AESD request (CAC required)

Once all these steps are complete, they can submit an AESD ticket to create the network account. Supervisor or sponsors should assist the employee in completing the SAAR request via the AESD. The request can be accessed here.

Please ensure the request is accessed using the new employee's CAC credentials.

Please select "NIPR Account" for the 'What Army system are you requesting access to?' question.

Please check the G6 SharePoint site here for the ISSM/ISSO email address used for the submission.

No attachments for the AESMP request are necessary if all previous existing personnel steps were completed.

Visiting Personnel

Unfortunately, our current environment doesn't support the use of Ft Lee computers by individuals that don't have existing accounts on a 7th Signal Command managed CONUS computer. If the visitor is from another 7th Signal Command managed network, they'll be able to log in without any problems.

Personnel visiting from another Army OCONUS location, an Army COMPO-2/3 location, a joint command, or from another DoD Agency, should plan on bringing their own government computer and either provide their own MI-FI or coordinate with NETCOM in advance for NIPR connectivity for their government computer. They should contact the Army Enterprise Service Desk (AESD) at 1-866-335-2769 and provide the necessary information, along with any supporting documentation requested, to facilitate access. NETCOM is responsible to receive and process these requests.
