Brigadier General Isabel Rivera Smith assumed the duties as the Deputy Commanding General (Dual Hat) for the Combined Arms Support Command (CASCOM), the Sustainment Center of Excellence (SCoE) on 1 October 2022. In a fulltime capacity, she serves as the Director Joint Staff for the New York National Guard.

She first enlisted into the Regular Army in October of 1985. Her duty station was Fort Bragg, North Carolina, assigned to Charlie Battery, 368 Air Defense Artillery (HAWK) Battalion. In 1988, she enlisted in the North Carolina Army National Guard; and in 1989, she transferred to the New York Army National Guard. In 1995, she was commissioned as a Second Lieutenant in the Quartermaster Corps after graduating from Officer Candidate School.

Brigadier General Smith’s command assignments and operational deployments include Commander of HHD 53d Troop Command; Valhalla, New York; Commander of the 369th Special Troops Battalion (STB), Harlem, New York; and Deputy Team Chief-Iraq Police National Headquarters in support of Operation Iraqi Freedom/Operation New Dawn, 2010/2011.

Her key staff assignments include Chief of Staff for the 53d Troop Command, Camp Smith Cortlandt Manor, New York, 2016-2020; Executive Officer for the Office of the Adjutant General, Latham New York 2015-2016; Deputy Director of Logistics (J4) for the New York National Guard, Latham, New York 2013-2015; Executive Officer for the 106th Regional Training Institute (RTI), Camp Smith, Cortlandt Manor, New York 2011-2013; Assistant Chief of Staff for Personnel, G1 for the 53d Troop Command, Valhalla, New York, 2003-2008; Administrative Officer, Detachment 7, Headquarters, State Area Readiness Command, Camp Smith, New York Army National Guard, Peekskill, New York; 1998– 2002; S1 for the 369th Corps Support Battalion, Harlem, New York; 1997-1998; Assistant Operations Officer at the 27th RAOC, New York, NY; 1995-1997

Brigadier General Smith’s military education include: the Primary Leadership Development Course; the Basic NCO Course; the Quartermaster Officer Basic Course; the Combined Logistics Captains Career Course; the Command and General Staff Officers' Courses - Common Core Course and the Advanced Operations Course; U.S. Army War College; the Joint Task Force Commander Training Course; National Security Management Course at the University of Syracuse; Managing for Inclusion: Leveraging Diversity in the Workplace, Georgetown University; Senior Leader Development Course (SLDC) ASEP Basic, Arlington, Virginia

Her awards and decorations include the Legion of Merit, the Bronze Star Medal, the Meritorious Service Medal with 4 Bronze Oak Leaf Clusters, the Army Commendation Medal, the Army Achievement Medal, the Army Good Conduct Medal, the Iraq Campaign Medal, the Global War on Terrorism Service Medal, and the Humanitarian Service Medal. Brigadier General Smith is the recipient of the 2017 Latina Style Military Service Award.

Brigadier General Smith is married and has seven adult children and nine grandchildren.
