Deputy to the Commanding General


Mr. Scott McConnell was selected for the Senior Executive Service in April 2018. He became the Deputy to the Commanding General, U.S. Army Combined Arms Support Command in May 2021. As the Commanding General’s Deputy, he is responsible for developing and integrating Army and Joint Sustainment capabilities, concepts and doctrine to enable unified land operations. He oversees training, education and leader development programs for over 180,000 military and civilian students per year, 1000’s of educators, and subordinate organizations at 27 geographically separated locations throughout the Army.

From April 2018 to May 2021, Mr. McConnell distinguish himself as the Headquarters, U.S. Army Training and Doctrine Command (TRADOC), Deputy Chief of Staff, G-3/5 (Operations and Plans). He provided leadership to a diverse 100 person team of soldiers, Department of the Army civilians, and contractors in seven organizations, and managed an operating budget in excess of $29M. Mr. McConnell’s responsibilities included leading, directing and executing command operations and plans that sustained and enhanced TRADOC’s ability to fulfill its assigned Army readiness support missions. He was responsible for leading command operations, mobilization, and readiness activities that included integration and synchronization operations across TRADOC and managing training base readiness. Focus areas included leading the command’s force protection and anti-terrorism missions, law enforcement, and physical security; developed long-range future training and leader education vision and strategic concepts and development; and developed solutions to strategic challenges.

Mr. McConnell’s notable previous assignments include Director, G-5 (Strategy Plans and Policy Analysis), Office of the Deputy Chief of Staff, G-3/5, Headquarters, U.S. Army Training and Doctrine Command, Fort Eustis, VA; Program Manager, Lockheed Martin Corp, Aberdeen Proving Ground, MD; Professor/Strategic Planner, U.S. Army War College, Carlisle Barracks, PA; Operations, Plans, and Training Chief, Headquarters, International Security Assistance Force (ISAF), Combined Joint Interagency Task Force (TF) Shafafiyat (Transparency), Kabul, Afghanistan; Chief of Plans and Strategy, HQ, U.S. Africa Command, Stuttgart, Germany; Chief of Plans, Headquarters, Multi-National Forces - Iraq (senior military HQ in Iraq), Baghdad, Iraq; U.S. Army Officer (Infantry, Aviation, and Strategist), served in a variety of operational and institutional assignments in the U.S. and abroad.

His military training and civilian education includes a Bachelor of Science degree from U.S. Military Academy, West Point; U.S Army Combined Arms Staff School; U.S. Army Command and General Staff College; a Master of Military Arts and Science degree from the U.S. Army School of Advanced Military Studies; a Master of Arts in Strategic Studies degree from the U.S. Army War College; and the National Security Policy Program from the U.S. Army War College.

Mr. McConnell’s military awards and honors include: the Defense Superior Service Medal, the Legion of Merit, the Bronze Star (w/3 OLC), the Defense Meritorious Service Medal, the Meritorious Service Medal (w/ 2 OLC), the Army Commendation Medal (w/ 6 OLC), and multiple campaign ribbons and unit citations.
