Raphael S. Heflin
Colonel Raphael Heflin currently serves as the Deputy Commanding Officer, Combined Arms Support Command and Sustainment Center of Excellence. He is a native of Atlanta, GA and a distinguished graduate of the Mercer University ROTC Program in Macon, GA. He earned a Bachelor of Business Administration degree in Accounting while at Mercer and received his commission into the Regular Army as a Quartermaster Officer in 1998.
Colonel Heflin’s first duty assignment was with the 24th Corps Support Group, Fort Stewart, GA, where he served as a Class I and Water Platoon Leader, Company Executive Officer, and Battalion S1 in the 559th Quartermaster Battalion, 3d Infantry Division. He later served as a maintenance officer in the 13th Corps Support Command and as the 62d Quartermaster Company Commander at Fort Hood, Texas. He deployed his company to Camp Al Asad, Iraq in support of Operation Iraqi Freedom.
He relinquished command of the company after three years and was selected to serve as a Joint Chiefs of Staff intern in Washington D.C. where he completed an Executive Master of Policy Management Degree at Georgetown University. As an intern he also served as a Deputy Legislative Assistant for two Chairmen of the Joint Chiefs of Staff, and as a Strategic Communications Division Chief for the Army G- 4. Following reassignment to Fort Campbell, Kentucky, he served as a Battalion Executive Officer and Battalion Support Operations Officer in the 129th Combat Sustainment Support Battalion, 101st Airborne Division where he deployed to Camp Leatherneck, Afghanistan in support of Operation Enduring Freedom.
Colonel Heflin relocated to Tampa, FL and served as the Facilities and Logistics Branch Chief for the Intelligence Directorate at the U.S. Central Command Headquarters. After completion of this joint assignment, he commanded the 142d Combat Sustainment Support Battalion, 1st Armored Division at Fort Bliss, Texas and deployed Soldiers to Afghanistan, Africa, Kuwait, and Turkey. He was later reassigned to the Pentagon and served as the Logistics Programs Integration Officer, Force Development Directorate, Deputy Chief of Staff G-8; and Logistics Manager in the Secondary Items Division and later Major End Items Division Chief for the Supply Directorate, Office of the Deputy Chief of Staff, G-4.
Colonel Heflin then assumed Brigade Command of Defense Logistics Agency, Energy Americas in Houston, TX where his team provided fuel support to the Whole of Government in North, Central, and South America and the Caribbean. Following command, Colonel Heflin served as the U.S. Army Forces Command Assistant G-4, at Fort Bragg, NC, advising on logistics support for the Army’s largest command. Colonel Heflin most recently served as the Executive Office to the Army Materiel Command Executive Deputy to the Commanding General, assisting with Army the Army’s supply chain and depot oversight.
Colonel Heflin is a graduate of the Quartermaster Officer Basic Course, the Combined Logistics Captains Career Course, the Combined Arms Service Staff School, the U.S. Army Command and General Staff College, the Joint and Combined Warfighting School, and Senior Service College as a Secretary of Defense Executive Fellow.
His awards and decorations include the Defense Superior Service Medal, Legion of Merit (3 Oak Leaf Clusters (OLCs)), Bronze Star Medal (2 OLCs), the Defense Meritorious Service Medal, the Army Meritorious Service Medal (3 OLCs), the Joint Service Commendation Medal, the Army Commendation Medal (OLC), the Joint Service Achievement Medal, the Army Achievement Medal (OLC), the Joint Staff Identification Badge, and the Army Staff Identification Badge.
